Getting Started: Building Support for Mitigation Planning

This guide, which is one of the publications in FEMA’s “How-To” series on mitigation planning, explains the process of determining how to reduce or eliminate the loss of life and property damage resulting from natural and human-caused hazards. Four basic phases are described for the hazard mitigation planning process: 1) Organize Resources; 2) Assess Risks; 3) Develop a Mitigation Plan; and 4) Implement the Plan and Monitor Progress.
