This resource offers a guide to building a comprehensive program to address alcohol-related problems at off-campus parties. The guidebook was developed from full day training in May 2010 with a group of California law enforcement agencies who convened to identify a set of best practices for party patrols. The guide focuses on the use of six specific components: effective legal tools, messaging and visibility, party prevention and education, early intervention, collaborative partnerships, and enforcement strategies. In addition, six municipal nuisance ordinances that have proven to be effective are provided as examples in the appendix.
