If parents and high schools can't enforce the drinking age, how can colleges be expected to do so?
Answer:
As a society, we have yet to invest the resources necessary to enforce the age 21 law. The age distribution of students makes it more complicated for colleges to enforce the drinking age law, but they still have to do it.
