Bill would allow fines for minors who refuse breath tests

"Law enforcement officials could issue fines to minors suspected of possessing alcohol for refusing to take breath tests under a proposed bill in the Iowa Senate..."
"Minors who are 18 and older would have to pay a $100 fine if they refuse to submit to the breath test, and minors under 18 would face a $50 fine if they refuse..."
"A provision in the bill would require an officer who issues a fine to a minor for refusal of a breath test to notify the minor's parents or legal guardians..."
