"Two out of three University of Delaware undergraduates said they binge drink during the course of an average month, according to a new study that shows, after a period of decline, the rate of students consuming several drinks in a row is on the rise again."
"In response, UD administrators are instituting a medical amnesty policy that protects students from the harsh penalties that exist for those who commit alcohol violations. ..."
