"Moorhead police issued 119 underage drinking citations from Aug. 15 to Dec. 20 as part of a special enforcement effort in college campus neighborhoods."

"Five individuals were also cited under Moorhead’s “social host” ordinance for allowing underage drinking to occur at their house, apartment or dorm room, according to Lt. Joel Scharf. ..."
