MSU, East Lansing efforts seem to impact alcohol-related crime

"On a March night more than a decade ago, Tom Wibert saw thousands of drunken revelers claim the streets of East Lansing, lighting fires, overturning cars, pelting police with beer cans. He described the feelings that came over him as 'hopelessness and helplessness.'"
"'You have all these police officers, and it just wasn't enough,' said Wibert, a police captain at the time of the 1999 riots and now chief of the East Lansing Police Department. ..."
