"Iowa City’s 21-only ordinance, which became law June 1, 2010, appears to have lost its effectiveness, according to arrest statistics from the Iowa City and University of Iowa police departments."
"Hotly contested a year ago, the ordinance — apparently weakened by exceptions to its original rules and dodged with fake IDs — is doing little to curb many of the problems it was put in place to fix. ..."
