"University of Oregon student Talbot Ngiratmab opened the door to his apartment Tuesday to find Eugene police Chief Pete Kerns looking at him."

"Ngiratmab wasn’t in trouble with the law; Kerns was among several dozen city and university officials who visited residents around the UO and welcomed them to the area. They had another purpose: to encourage them to behave."
