"Legislators will alter their plan of attack in their annual effort to criminalize designer drugs as a response to a rapidly evolving market where chemists stay a step ahead of law enforcement."

"Instead of simply banning the individual mind-altering chemicals found in specific brands of herbal incense, spice or bath salts, Senate Bill 23 will seek to ban entire families of chemical compounds unless an exemption is granted for medical purposes. ..."
