“When the state police liquor control enforcement officers come into town to do age-compliance checks on downtown bars, they are lucky if they get one or two done a night.”

“That’s because once the first bar is told it has served someone younger than 21 — an underage buyer working with the state police — the news literally rings around Happy Valley. Cell phones buzz, and descriptions of the buyer, the undercover agent, what they said, and how they acted are text-messaged to bar owners throughout the area…”
